Richard joined Howes Law Firm in 2025. He has practiced as an appellate trial attorney with the U.S. Department of Justice, worked in the U.S. Senate, and clerked for a federal district judge. In addition to practicing law, he teaches at Mount Mercy University, including courses on Constitutional Law and the American Judiciary. Richard earned his J.D. from Yale Law School, his M.A. and Ph.D. from the University of California, San Diego, and his B.A. from the University of Chicago.
